Content can be targeted to individuals, used in facilitated classrooms, or made broadly available across the facility.
  2. Deliver securely — Content is packaged and transmitted via datacasting (broadcast spectrum), satellite, or hybrid delivery 
  3. Access through the Edge Portal — Learners connect to the receiver via Wi-Fi-enabled devices (laptops, tablets) and experience a dynamic, personalized, online-like interface — completely offline. The Edge Portal supports hundreds or thousands of concurrent users from a single receiver.

Lunenburg Correctional Facility — Virginia

Partner: Southside Virginia Community College (SVCC) "Campus Within Walls" program | Delivery: VPM (ATSC 3.0 datacasting)

SVCC uses IEI's Equalizr™ platform to deliver structured college-aligned coursework to incarcerated learners. The facility hosts approximately 60 students per term across 26 unique courses. To date, 358 students have participated in the program — gaining essential skills for reintegration and workforce readiness.

York County Prison — Pennsylvania

Partner: PA PBS / WITF / PAIU | Delivery: WITF (ATSC 1.0 datacasting)

York County Prison utilizes IEI's datacasting infrastructure to support education for 35 high school students per term, providing structured learning pathways in a secure, offline environment. The program operates alongside IEI's broader public health kiosk initiative with the Pennsylvania Association of Community Health Centers.

Monroe County Correctional Facility — Pennsylvania (In Development)

Partner: Northampton County Community College / WVIA | Delivery: WVIA (ATSC 1.0 datacasting)

IEI is partnering with Monroe County to develop a comprehensive reentry program designed to reduce the facility's 63% recidivism rate. The model integrates education, mentorship, recovery support, and transitional housing — with an initial pilot serving 10–15 students. The goal: a replicable model that can scale to other counties across Pennsylvania.
